Paula Pacheco Flanagan

Sociologist from the Pontificia Universidad Católica de Chile, with a Master of Public Administration from Columbia University's SIPA and an International MBA from IAE Paris – Sorbonne Business School. She has over 20 years of experience working at the intersection of public governance, institutional reform, and social policy in Latin America.
She has served at the highest levels of the Chilean state — as Chief of Staff at the Ministries of Interior and Labor, and as Senior Advisor to the Minister of Transport — leading complex cross-sectoral reforms and steering policy coherence in politically challenging environments. From 2014, she was a board member of the Laboratorio de Gobierno, Chile's pioneering government innovation lab and one of the first of its kind in the region. As Head of Social Policy at UNICEF Chile, she directed policy dialogue, child-sensitive budgeting, and evidence-based advocacy with national and subnational governments. She holds deep expertise in multi-level governance, public finance, and the design of institutions that actually work for people.
