As part of this project, a Playbook was developed, offering guidelines, frameworks, and tools for building open government practices—specifically tailored for local administrations around the world. The content was created through a research-based exploration and a collaborative co-design process with public servants from diverse local governments globally.
14 local governments participated in the co-design process, including regions such as Scotland, the Basque Country, São Paulo, Ontario, South Cotabato, Paris, and La Libertad, among others.
The Playbook is a public resource, freely available to any municipality interested in developing open government plans.
